Legal Corruption of KESC

KESC stands for Karachi Electric Supply Corporation, now Karachi Electric Supply Company Limited, was established in 1913.  More than electricity, they have supplied corruption, load-shedding and chaos in our country.  This is their history they are known for.  Beside that the evils of KESC have also initiated to a legal way of corruption and that is through short due dates to pay the bills.

Before, the due dates used to be the 2nd or 3rd of the next month while bills were received after 26th of the month.  Last month was February which has only 28 days.  The bills were received on the 26th with the due date of 28th.  While the normal course of receiving salaries for employees in both government or private firms is on or after the tenth of next month.  Usually the due dates are passed and people pay thirty, forty or sometimes up to one hundred rupees as late charges on normal residential bills.  This is one safe way for KESC to earn millions and billions because the consumers are to be blamed for not paying the bills on time.  Have they ever given an account of how much do they earn through late payments?

Consumers should have a time of at least seven working days between the date when the bill is received and the due date.

Swaying in ecstasy, shaking, dancing and rolling on the floor while praising Muhammad (pbuh) is an easy performance.  But owning and adopting his beautiful words of wisdom to build a system is only a share of “men of character”.  This is all goes for women too, if they think they are not to live like “The Witches of Eastwick”.

ویسے تو ہماری حکومت سے متعلق جتنے لوگ ہیں, صدر, وزیراعظم اور نیچے تک, سب ہی الو کے پٹھے ہیں۔۔۔ لیکن کے ای ایس سی یعنی بجلی کے محکمے والوں کا تعلق الؤوں کی بھی گھٹیا نسل سے ہے۔۔۔ اب سے پہلے بل جمع کرانے کی تاریخ اگلے مہینے کی دو یا تین ہواکرتی تھی جبکہ وہ ملتے تھے مہینے کے آخری ہفتے میں, ستائیس یا اٹھائیس کو۔۔۔ آج پہلی مارچ ہے۔۔۔ پچھلا مہینہ فروری کا اٹھائیس دن کا ہوتا ہے۔۔۔ پچھلے مہینے کے بل چھبیس تاریخ کو ملےاور بل جمع کرانے کی تاریخ اٹھائیس فروری دی ہے۔۔۔ جبکہ سرکاری اور پرائیویٹ اداروں کے ملازمین کی تنخواہیں اگلے مہینے کی دس یا بارہ کو ملتی ہیں۔۔۔ بجلی کی قیمتوں میں اضافے سے زیادہ تو کروڑوں اربوں روپے کے ای ایس سی اسطرح کما لیتی ہے اور الزام بھی نہیں آتا کیونکہ غلطی صارفین کی ہے کہ بجلی کا بل وقت پر جمع کیوں نہیں کرایا۔۔۔ اب اسکا حل یہ نہیں کہ بلوں کی تاریخ دیر سے کردی جائے, البتہ بلوں کے گھروں تک ہنچنے اور جمع کرانے میںسات دن کا وقفہ ہونا چاہیے۔۔۔
اصل حل اس حدیث میں ہے کہ رسول صلی الله علیہ وسلم نے فرمایا کہ۔۔۔ مزدور کی مزدوری اسکا پسینہ خشک ہونے سے پہلے دے دو۔۔۔۔۔۔۔۔۔ اس حدیث پر عمل کرتے ہوئے زندگی میں صرف تین لوگوں کو دیکھا۔۔۔ ایک میرے چھوٹے ماما جنکے ملازمین کام کے آخری دن اپنی تنخواہیں گھر لیکر جاتے تھےاور اس دن ان کو اسلئے جلدی چھٹی ملتی تھی کہ بنک بند نہ ہوجائیں۔۔۔ یہ انکے بہترین انسان, بہترین مسلمان اوربہترین اکاؤنٹنٹ ہونے کی نشانی ہے۔۔۔ اسلامی دنیا میں لاکھوں روپے لٹا کر سخاوت دکھانے, عطیات دینے کی مثالیں بہت ملیں گی۔۔۔ لیکن رسول  صلی الله علیہ وسلم کے کہے الفاظوں کو زندگی کاحصہ بنا کر اسے اک نظام کی شکل دینا صرف اعلی ترین اخلاق کے لوگوں کا عمل ہوتا ہے۔۔۔ ماما کی باقی خصوصیات کی وجہ سے کسی سے ان کا مقابلہ نہیں کاجاسکتا۔۔۔
